The City of Phoenix has created the Phoenix Coronavirus Aid, Relief, and Economic Security (CARES) Act. These limited funds can help Phoenix residents offset the economic impacts of COVID-19. The CARES Act can be used to assist with utility bills (electric, gas and city of Phoenix Water bill), rent, or mortgage. Being current or delinquent with your utility, rent, or mortgage payments will not affect eligibility.
Thank you for your interest in the Covid-19 Utility Assistance Program. Your application will be reviewed in the order received and depending on the availability of funds your application may or may not be approved.
The Phoenix CARES Act is for people who have been financially impacted by COVID-19 between March 1 and now. Financial impacts may include:
- Loss or reduction of wages
- Reduction of work hours
- Increased child care expenses
This program covers people who were/are employed by others or self-employed. It doesn’t matter if you were or are currently receiving unemployment benefits.
Grant Amounts
Utility bills (electric and gas) $600
City of Phoenix Water bills $300
Rent or Mortgage payments $3,300
The full payment amount listed above will be made on behalf of
each eligible household assisted as applicable.
Who is Eligible?
Households must be City of Phoenix residents and financially
impacted by the COVID19 national pandemic at any time from March 1 through present. See below for accepted financial impacts.
The applicant can be – or have been – employed by others or self-employed. A household may be assisted with a one-time assistance with utility, rent or mortgage obligations are eligible for payment. It doesn’t matter if you were or are currently receiving unemployment benefits. Being current or delinquent with your utility, rent, or mortgage payments will not affect eligibility.
How to Apply
You will need to follow these steps to receive your aid:

- You will be asked to provide documents needed to prove residency, lawful presence in the United States, and monthly financial obligations:
ONLY COMPLETE PACKAGES (ONLINE ACCOUNT AND SUPPORTING DOCUMENTS) WILL BE PROCESSED.
